The least expensive type of deck is cedar decking. This is the classic method of building a deck with cedar boards and then painting or staining the entire deck. 

The advantage of cedar decking is that it’s less expensive. Although it does come with a maintenance cost of re-staining or repainting of the entire deck. In most cases, the maintenance cost is thousands of dollars long-term. After a few years this ends up being more expensive than composite decking.
